Training Aid Framework (TAF)

The Training Aid Framework is a unique opportunity for our country where local companies can invest in their human resources.  Through the Training Aid Framework, ETC will be giving financial assistance to those companies that invest in the training of their workforce.  This scheme is available for companies in the private sector and the subsidy will vary according to the type of training and the size of the enterprise.  Training can be in-house or out-sourced and can be given in Malta or abroad through distance learning.  The Training can be a course at the University of Malta or at a foreign university.  The training can even lead to a PhD.  Self-employed persons will also be eligible.  Each company will be eligible for a maximum of €250,000 each year.

As from the 3rd of May 2010 the following eligibility criteria will come into effect:

 

Minimum Eligible Training Costs per Application - The total eligible cost per TAF application should be a minimum of EUR 350. Training whose total eligible cost is below this threshold will not be eligible under this scheme.

 

An exception will apply if the beneficiary falls within the category of Micro Enterprises as defined by EU regulations (EC) No 800/2008 of 6 August 2008 or is a non-governmental organisation (NGO) registered as required by law and that carries out an economic activity for the purpose of Article 107(1) of the Treaty on the Functioning of the European Union (TFEU).

 

Extract from EU regulations (EC) No 800/2008 of 6 August 2008 “Within the SME category,a micro enterprise is defined as an enterprise which employs fewer than 10 persons and whose annual turnover and/or annual balance sheet total does not exceed EUR 2 million.”

 

New Eligibility criteria for TAF trainers:-   Application Guidance Notes update valid as from 4th of January 2010. (Section 2.2.1 (h) Eligibility Criteria)

As from the 31st December 2009, seminars, conferences, fora and workshops are not considered eligible under TAF funding.

When obtaining quotations from training providers, kindly make sure that the date cited on the quotation does not go beyond three months from submission of application.  Example:  If you intend to submit an application in May 2010, only those quotations dated from March onwards will be accepted.

Kindly note that TAF Applications are received by hand, at the ETC, Training Division in Hal Far, from Monday to Friday, between 8am and noon.
